Buyer must possess:
(a) a valid F.A.C. and own one or more firearms in the same category of prohibition as the firearm being purchased, or
(b) a valid P.A.L. with Fully Automatic, Converted Automatic, Section 12(3), or Section 12(4) Prohibited Acquisition status (as printed on the back), as applicable to the firearm being purchased.
Buyers who are not purchasing for the purpose of “Collecting” should be members of a gun range and have a valid membership card.
